    I haven't read it anywhere, but people talking on the radio made it sound like he was out training. I'm not familar with the area, but I know there are some interstate extensions around me that are named and numbered like interstates, but they have houses and businesses and stoplights. And people jog on them early morning. It might be like that. Or maybe not.
