I think it's possible he was worried the safety was to close for Smith and just so happened when he turned away Williams got open.

Even so, nothing Mariota did on that play was wrong. He could have made the throw to Smith or still made a throw to any open WR which is what his job is.
Curious if he was actually looking at Smith or even afterwards (specifically after Williams dropped it) he regretted not throwing it to smith. I think we all have moments like that where we see something and pass then moments later say, dang, should have done "____"
Hindsight is 20 / 20.
Williams has to catch that ball. Mariota has to have the confidence that when he throws to any one of his guys, they will catch it.
