You can't talk on a mobile phone (or cell as you call them) and drive at the same time. But you can use the hands free to talk and drive.

yeah, i thought it would be a little on the counter-productive side to make hands free illegal, but i dont know how they do things down under.

Studies show now that it is the talking that causes the distraction not just the hand set. People concentrate on the issue on the phone and not what is going on around them.

I can see that.
