I don't think you ever actually understood what was going on.
Titans coach Ken Whisenhunt gave Jake Locker an underwhelming endorsement on NFL Network at the Combine.
Whisenhunt started "Jake is ...," then appeared to rein himself in and stutter, before saying "We're excited about Jake. He's our guy going forward." Whiz's body language couldn't have been less confident, but it does appear the Titans have internally deemed Locker their best option for 2014. They're not positioned to draft a top-end rookie passer, and free agency lacks viable starting quarterbacks. Whiz's first year in Nashville could be a rough one.

Its hardily worth posting that, there have been several contradicting reports coming out of the combine the past 2 days
dont fall for anything said this week, no GM/coach worth his weight is going to tip off what they want to do this offseason
That is a good point, however it is very hard to fake body language. I think those signs point truer to verbal garbage most coaches will be spitting out.
Whisenhunt has been getting hit hard with questions mostly about San Diego, Arizona, and Cleveland, he's sick of these reporters asking about non Titans stuff.
I mean I saw the interview where he had "hesitation", he sounded more like he was swallowing some spit TBH than hesitating on Locker.
We likely aren't going to trade up, and we don't want anyone moving above us. I'm sure they would love to see Bortles fall.
