I would say by consistently winning the Big 10 and being a mainstay in BCS bowl games. Nothing you would know about.

I forget, who was the last team to beat Oregon and did so in the Rose Bowl? Wasn't Michigan was it? No, that would require a regular season of more than 5 wins. What are you even doing talking smack about OSU anyway? Have you even beat us this century?

We've made 6 BCS bowl games in a row, that's a model of consistency. Who else can say that? So yea, that's how OSU still keeps getting recruits, to answer your smart@$$ question.
But they're still not winning championships. Isn't that what you said Florida was doing to get top recruits?
