Designing a vinyl banner.

I'm looking to design a vinyl banner but I'm not really sure on what software would be best to use for doing all the designing. It needs to be a vertical banner. I need to put text and images on this banner. Any help would be greatly appreciated. Thanks!

Whoever prints the banner will give you spec.
