Didn't realize they had that rule. Sounds like they made it just because of the Titans situation.

Before that rule, my understanding was the NFL wanted at least one owner to have "controlling" interest, which essentially in the case of an NFL franchise would be 51%.

Steve Tisch and John Mara each own 50% of the Giants, you don't need to hold 51% to be controlling owner

You may not need to own 51% to be in compliance with the NFL, but you need to own 51% of an NFL franchise to have "controlling" interest.

I've already explained this a whole bunch. Go back and read the article I linked on controlling interest.

Wow man, I will give you the benefit of the doubt that you are being purposefully dense.

I've tried to explain to you what "controlling interest" means.

If you want to believe that "controlling interest" means something different because it isn't an NFL article, that's on you.

And to further simplify, it will take 51% shareholder vote to designate who is the "controlling owner". The NFL does NOT want the controlling owner to be changing with every family disagreement.

The NFL's beef is stability. And a 33% shareholder sale of KSA includes a 33% shareholder sale of the Titans interest which the NFL has no control or approval of who becomes a significant franchise shareholder. I think this is largely the beef the NFL has with how Bud bequeathed his Titans shareholding.

I would imagine a lot of the league's anxiety could be assuaged with improved communication of what the remaining shareholder's intentions were regarding the sale. Bud had a bit of a "rogue" reputation with the league, AAS appears to be significantly improving that.
