Mostly because if it's legalized, no one is at an unfair advantage.
NFL and NBA are extreme PED products. Since they hardly enforce it- you don't have any insane standouts.
And without some sort of PED- I doubt Manning would still be playing.

But NFL currently has no issues with medical PEDs
