Internal Chat Programs For Work

I am looking for a chat program for work that has specific requirements. Skype for business/Lync will not work.

Specifically, we want employees to be able to chat to high level (tier 2) support for help.

Requirements:

• Secure -- needs to only be able to access it on our internal network. Or, at least, only access our specific chat channel
• Cheap -- this is not the most important thing in the world, so we are not going to spend a lot of money on it

Wants:

• Have a queue -- so if it gets busy people go into a queue, addressed in order
• Reporting and/or transparency -- It would be since to make sure everyone is doing what they are supposed to. That we do not have some Tier 2s doing all the work while others slack off. Also, we cannot have a big group chat that turns into a social thing. We had that in the past and it turned into gossip, then bullying, then HR issues
• Not a piece of trash or hard to use. We are testing something called "live helper chat" and it is either a piece of trash or hard to use. As this is not the most important thing, no one is going to spend a lot of time learning it, so it needs to be easy

Anyone have suggestions on programs I can look into? Pros and cons of various programs?

Is there a way it can be hosted locally? So that people outside our network cannot access our private room?

We cannot have anyone, even an employee, go home and access this chat room.
