Since starting as a franchise in 1999 overall you would have to say the Titans have been good overall as they are 10th in wins with 181 since 1999 and are 13th in overall win percentage.

The Titans have 8 playoff appearances,8 playoff wins and 3 AFC Title appearances,1 AFC Title,1 Super Bowl appearance that is not bad at all since 1999

The Broncos,Saints,Vikings,Chiefs all made 9 playoff appearances just 1 more than Titans since 1999 but the Titans have more playoff wins than all of them except Saints.

The big surprise to most folks outside Nashville is that since 1999 the Titans rank in the top 10 in total wins since the franchise started.

As of right now the Titans have 4 straight winning seasons and 2 postseason appearances along with 3 playoff wins since Jon Robinson became GM in 2016.

Robinson is the Titans most successful GM besides Floyd Reese.

The Titans worst stretch without winning was 4 straight losing seasons from 2012 thru 2015 which isn't that bad over the last 20 years when you see some teams like....

the Bills who had 17 straight seasons without playoffs and 15 out of 17 seasons were losing ones from 2000-2016.

the Browns who had 17 straight seasons without playoffs and 16 out of 17 seasons were losing ones from 2003-2019.

the Raiders who had 16 out of 17 seasons without playoffs except 2016 and 16 out of 17 seasons were losing ones from 2003-2019.

the Jaguars who have had just 1 winning season and 11 losing seasons over the last 12 seasons from 2008-2019

the Bucs have had no playoffs since 2007 which is 13 straight seasons with no postseason appearances and just a couple winning seasons.

the Jets from 2011-2019 had 9 straight seasons with no postseason appearances and just a couple winning seasons.

the Dolphins have just two playoff appearances since 2003 which is 17 seasons.

the Redskins over the last 12 seasons have 2 playoff appearances and winning seasons.

the Rams from 2005 thru 2016 had 12 straight losing seasons and no playoff appearances before getting better in 2017....

Titans a really a feast or famine team. 8 playoff visits with 8 wins is really good but in between those playoff seasons is a lot of really bad play.

Now for the big part, 21 seasons and 1 Lombardi.
