I too have wondered the same. A plausible explanation is this; after the run and shoot glory years in which we were loaded with the talent and failed to produce even one Superbowl, Bud gave up.
He disbanded the supersquad and decided the focus isn't to win a championship. He decided that the focus is to field a competitive product on the field without breaking the bank. Just enough to keep us coming and buying jerseys, but nothing outlandish to put us over the top. He moves the team to Nashville and captures a small market football starved fanbase that probably won't demand a superbowl win for at least 15 years; especially after initial success. He is after all a businessman. Do I think he still wants to win a championship? Absolutely...Do I think he really cares as much as other owners? No, not really. He's got a small market team with a rabid fan base that will always sell tickets.
I hope I'm wrong, but you're right....we were never afraid to get in the mix before and make good moves.
A team that I admire for their draft and free agent pickup acumen? The Ravens.
A team that I despise other than the Steelers? The Ravens

Maybe Titan Jeff could set up a special forum called the "Child's Playground" or "TOMB". Of course posters would need their parents permission before being able to post.

I thought the point to owning a NFL Team was to try and win a SB? seems like TN just tries to make this a freaking business and keep the ticket money coming in. What happened to making moves and taking risk to win a dang title? Jets have that fire to go after a SB, redskins have the fire to spend money each year to try and make a run at the SB. Some teams just like the Titans put the SB on the back burner, and let other things come first. Why let Haynesworth walk to start with?

replacing him is another setback from a SB run. Keeping Collins is just Fisher doing a friend a favor instead of drafting young talent to give VY a challenge. thats another set back. we could have went after a few very talented free agents but never bothered.

The Titans are not hungry for a SB Ring , it's just a business doing what they can from year to year to make Bud Adams richer . Nobody is willing to make a big move to make the fans happier and maybe win a SB.

IMO the NFL is all about the fans and winning a SB. Titans dont do much to shock the fans other than letting good players walk.

We not gonna be able to come home and find out we signed Boldin like the Ravens did, or Marshall like the Phins did, or McNabb like the skins did etc... we just dont get nice surprises as Titan fans,.

No, the NFL is first and foremost a business. Always will be.
