The second car was definitely following the first- they both turned right immediately. They both were crossing the double yellow line to get around the parking car.

There is no excuse for not helping the guy but I understand some folks hesitation to get involved. First, it is easy for us to judge because we are not in the moment of the scene. Some folks are in shock- they aren't certain if they have just seen somebody killed- he certainly appears dead. Many folks are absolutely terrified of death and won't go near a dead person-even some trained hospital workers! Second, some folks are afraid of getting sued when just trying to help. Most states have "Good Samaritan" laws which protect bystanders who try to help from being sued. Unfortunately, many plaintiffs attorneys have learned they can still get verdicts by proving that a "standard of care" was not met, particularly if a trained healthcare worker is the one to help. In most instances that is why those trained in the health field often wait until Emergency Medical Services (EMS) arrive on the scene.

I did notice one person immediately duck into a store- I can only assume to make a phone call to activate the EMS.

In China there's a law that says if you hit someone with you car and kill them you have to pay for their funeral but if you hit them and they don't die you have to pay for their medical expenses. Since medical expenses are typically much more expensive they have had a lot of problems with people hitting someone then going back and running over them to save money. The sad thing is I'm sure if this was a law in the u.s. their would be just a many problems with that here.

And I've heard it is cheaper to replace 2 quarter panels rather than one.

I wasn't trying to single out America on this one, but when you see this sort of thing constantly on the news...it makes you think...

I agree. That's really disturbing. If you notice, the first car swerves around him, then he throws his arms up in defense as the second hits him. What the *&^% were the cars doing on the left side of the road anyway? It looks like they were passing on a double solid line.

What gets me is the amount of cars that keep going like it's a inconvenience to their day. The one that got "passed" even took off.
