    It's both. Belicheck figured the best way to have a Super Bowl contending team everyyear was to not overspend on talent, but pay for production. They also determined that anyone not a core player doesn't get a big contract and that even core players (like Lawyer Milloy) are shown the door when their production and attitude cause more harm than good vs how much they cost. Don't overspend on marginal or avg players, let good players go when they want great contracts and you can 'sell' them for high draft picks....ala the first rnd they got from Seattle for Deion Branch. Our front office on the other hand didn't manage our cap well enough to franchise Kearse to 'sell' him for a first rndr.

    Additionally, drafting players to specifically fit your system is smart and works. Drafting players who's talent are opposite of your scheme is not ideal and will lead to more busts than you SHOULD have had (if you drafted for your scheme).

    Notice none of the above has to do specifically with coaching and yet makes a huge difference in the effectiveness of draft picks and the amount of talent you can manufacture while letting overpriced talent go via free agency or trade.
