Free agency hasn't started yet. How did they sign him?

He's a vested veteran, and not subject to waiver claims.

But if he isnt subject to any waiver claims how can he get signed? Wouldnt he be a Free Agent? Like Edge and Milloy et al?

Edge hasnt been cut, he's not a free agent until his contract expires at the end of the league year.

Apparently if a player is cut his contract is terminated immediately, meaning he becomes a free agent in the current league year, whereas a player who's contract expires won't become a free agent until the start of the next league year.

here's a snipet from the City Paper Online about Hoppy

----- After 13 years with the Titans franchise, tackle Brad Hopkins was released as a salary cap cut last week. Because Hopkins, a vested veteran, was released from his contract, he is free to begin visiting and negotiating before free agency officially opens.------

    if that clears anything up

i guess if you are vested and are flat out released you can negotiate
(not sure if that actually allows you to SIGN though)
