Despite all the cynicism and mockery, it's real simple.

Poppin' rubber bands is simply a way of saying "I have lot's of money to spend" (that's as mainstream white as I can put it). Lots of cats hold their cash in a rubber-band (as compared to a money-clip or a wallet). If you're poppin' your rubberband, you're spending some cash. Usually spending hundreds, or even thousands at a time.
