I think I asked a legitimate question considering ten of the winners since 1999 have either been stripped of their titles or tested positive.

No, you miss my point, can YOU tell me what they have admitted to using or have been accused of? You said DOPING, do you know what that means? And BTW, I am and have been a state level competitive cyclist and triathlete for over 20 years, I am certain that there has not been a "clean" tour winner for perhaps as long as 40 years, with the "possible" exception of Greg Lemond, but even with him I am not sure. Not defending anyone, I fully expect all PRO level riders of those era's were doing it.

I believe it was blood doping, to get more oxygen in your blood which is carried to the muscle.
Either way, how long until the winner is declared dirty?
