How is he trying to keep Hill in by having a rookie play his position?

 

yea and since when is Hall up for consideration for starting rb?

 

Hall is getting RB reps. Hill will be starting. And last season alone should tell you that he can't lose the job. Fisher will make it seem like Hill wins the job, when he did nothing to do so just like Fisher does with every other position he lets a goofball play. See: safety, halfback(years back), quarterback, etc.
Oh, and I even forgot to mention that tagging his boy-toy Schwartz along to this day doesn't seem like he's really dedicated to improving the team.

 

You would think having the worst Defense last year would have Schwartz fired.

 

You'd think a good coach would try to improve the team too, but that seems silly at this point as well. So you choose which is more silly. It's a toss-up IMO.
