    There's a few things to point out here:

    First, the seriously drunk aren't capable of reasoning that they shouldn't drive.

    Second, the fight against drunk driving has been fairly recent, and is fairly localized. I've heard countless stories of people who have had multiple DUI convictions, but still drive, and often never lose their license. Gunny's half right: for the older generation, law enforcement often looked away or only slapped wrists.

    Thirdly, the repeat drunk driving offender, when caught, doesn't think he's guilty of breaking the law...instead he thinks he's having a case of bad luck. he's in the grips of a mental illness, and no PSA is going to reach him.

    We generally let our drunk brother-in-laws drive us home when we've had too much.
