I actually like this move despite missing out on seeing TN pick 2nd (if they even stay at 2)

Every fan base should get to experience the draft, lot of fun and you meet some great people.

I really don't see what is so ridiculous with that proposal as the question proposed was would Chip Kelly trade for Mariota. Wolverine's trade was 3 #1s, a second, and a third along with Foles and a few defensive players. All mine equates to is 4 #1 picks and 4 #2 picks spread out over an interval of 5 years as it is easier for a team to swallow compared to doing their first 3 rds worth of picks 3 years straight. If a team can get 3 #1 picks and a second round pick and a fourth round pick to drop just 4 spots then we better get more than that to drop 18 spots. Otherwise every team is going to be on the phone with us every draft offering to trade up with us and offering a 5th or 6th rd pick because they know our front office is foolish. Heck teams offer a next year #1 just to trade up 1 spot.

Also I would hardly say those 2 players are proven talent. Matthews had a good rookie year but that hardly means anything now since teams will have a season to look at how to play him. He may be good but he could also become a bust. Too soon to tell. Barwin is a good player and had a good season last year but it is only his second time posting double digit sacks since coming into the league in 2009. His last years sack total was 5 and season before it 3 so he is a good player but he was playing around more superior talent as well this year, hence the hike in production. I only mentioned him because he is an OLB and fits a need, which would cut down having to draft for need at the position or look at high priced FAs.

All it takes is just 1 team and I really don't think Kelly would see Mariota as a project having coached him in college. Kelly would not need to alter his system at all for Mariota so he is pretty much running the same offense he has been, meaning not so much of a project. I never said it was likely as I think it is more plausible to trade with the Jets, Redskins, Texans, and Cleveland since they are in need of QB as well while remaining in the top 10 or near while gathering future picks.

Winston has been getting a lot of praise recently from what I've been reading online or on ESPN. This is only good news for the Titans. Hopefully Winston and Mariota kill it at the combine which would make the 2nd overall pick that much more valuable.

Personally I think we are going to have a hard time trading the #2 pick for a QB because of the teams that pick behind us. Everyone knows that the Jags and Raiders are not going to draft a QB. So they will not feel that they have to deal with us. They will just let us pick and then deal with the Jags or Raiders. I would see Cooper as being someone that a team might want to jump up and grab. The Jags and Raiders could both use a stud WR. They both have their new young franchise QB and they need to get him a stud WR. So we could try to work them against each other.

Best case scenario is that we convince the Jags to trade up with us. They take Cooper and then we still get Williams and an extra pick from the Jags.

Jags took Marquis Lee and Allen Robinson in the 2nd last year. They aren't taking Cooper.

Since Chip Kelly is now the head of personnel, you can bet your britches that he will do everything he can to trade up to 1 or 2.

It's not necessarily the teams right behind us that teams would be afraid of selecting a QB, it's that they don't know if someone else could trade up to the Titans spot. Basically the Jets could fear someone else trading with the Titans in order to select a QB which would make New York be more inclined to trade with Tennessee.
