    It has to do with being in the tackle box I believe. It's only when the runner is outside the tackle box can he not lower his head. I thought he was inside the box if I remember correctly, even though he was about ten yards downfield. Heck, there wasn't even a flag so obviously the refs had no issue with it.

    I'm disgusted with all these fines.
